ASSEMBLY TRANSPORTATION AND COMMUNICATIONS COMMITTEE

STATEMENT TO

ASSEMBLY, No. 484

with committee amendments

STATE OF NEW JERSEY

DATED: FEBRUARY 7, 1996

The Assembly Transportation and Communications Committee favorably reports Assembly Bill No. 484 with committee amendments.

This amended bill would authorize special motor vehicle registration plates for volunteer members of county and municipal Offices of Emergency Management.

A person who is certified as a volunteer member of a county or municipal Office of Emergency Management may apply for the special plates. The plates are to display an abbreviated version of the words "Emergency Management" and may include an emergency management insignia. The cost of the plates is $25. This cost is in addition to the fees otherwise charged by the Division of Motor Vehicles for vehicle registration. Only one set of plates may be issued to an applicant and they must be displayed only on the vehicle for which they were issued. The special plates must be returned if the person no longer qualifies for them as a volunteer member of a local Office of Emergency Management.

The committee adopted amendments to provide that an abbreviated version of the words "Emergency Management" appear on the special plates as the Division of Motor Vehicles advises that "Emergency Management" in its entirety will not fit on a license plate. The committee further amended the effective date of the bill to the first day of the seventh month after enactment at the request of the division.

Technical review was performed on this prefiled bill, as required under Joint Rulte 18A of the Senate and General Assembly.
