An Act establishing a "Parenting for All Parents Pilot Program" and supplementing Title 26 of the Revised Statutes.

 

    Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

    1. There is established a "Parenting for All Parents Pilot Program" in the Department of Health. The Commissioner of Health shall promulgate guidelines for the creation of a two-year pilot program in three counties in the State. The program shall be located in the northern, central and southern regions in the State and shall be available to new parents in these regions.

 

    2. The parenting program shall be designed to: assist individuals in developing skills necessary to become effective parents; provide useable information on child development and concrete, sensible advice concerning practical problems faced by all parents; and dispel persisting myths about parenthood and assist parents to face their roles realistically.

 

    3. The commissioner shall apply for and accept any grant of money from the federal government, private foundations or other sources, which may be available for parenting training programs.

 

    4. Within six months of the expiration of this act, the commissioner shall report to the Legislature and the Governor on the effectiveness of the program.

 

    5. This act shall take effect on the 60th day following enactment and shall expire two years thereafter.

 

 

STATEMENT

 

    This bill establishes a "Parenting for All Parents Pilot Program" in the Department of Health.
