      Bill Summary:

      Assembly Bill No. 760 (1R) of 1996 would allow Pharmaceutical Assistance to the Aged and Disabled (PAAD) recipients to designate third parties to receive PAAD renewal and cancellation notices.

 

      Agency Comments:

      The Department of Health and Senior Services and the Office of Management and Budget have not provided any fiscal information on the legislation.

 

      Office of Legislative Services Comments:

      The PAAD program will likely coordinate the annual notification to clients of their ability to designate third parties to receive PAAD renewal and cancellation notices with the initial PAAD application or renewal form to reduce mailing costs. For those PAAD recipients who renew their eligibility on a biennial basis, the PAAD program may incur additional mailing costs, assuming that such recipients do not receive other correspondence from the program. Though the number of PAAD recipients who renew their eligibility on a biennial basis is not known, for every 1,000 PAAD recipients who must receive an annual notification, State costs may increase by $320, assuming this mailing cannot be coordinated with other mailings the individuals may receive during the year.
