      Assembly Bill No. 799 (1R) of 1996 establishes a mutual consent voluntary adoption registry in the Department of Health (DOH). DOH shall maintain a registry with the last known names and addresses of an adult adoptee and the adoptee's birth parents and any other identifying information which the adult adoptee or the birth parents desire to include in the registry. The registry will be open with respect to all adoptions in the State, regardless of when they took place. DOH will inform persons using the registry of the availability of counseling for a fee. The entire cost of establishing and maintaining the registry is to be supported by user fees.

      

Agency Comments:

      DOH and the Office of Management and Budget have not provided any fiscal information on the legislation.

      

Office of Legislative Services Comments:

      The Office of Legislative Services is not able to estimate the cost associated with the legislation in the absence of information from DOH as to the amount of additional work establishment and maintenance of a registry may cost. However, as the cost of the registry is to be supported by user fees, there should be no additional cost to the State.    This legislative fiscal estimate has been produced by the Office of Legislative Services due to the failure of the Executive Branch to respond to our request for a fiscal note.
