      Bill Summary:

      Assembly Bill No. 815 of 1996 establishes the "Department of Human Services Trust Fund" (Fund) to be administered by the Commissioner of Human Services. The proceeds of all land sales involving property under the jurisdiction of the Department of Human Services (DHS), along with any interest earned by the fund, are to be deposited into the Fund. The moneys in the Fund are to be used for capital and equipment costs associated with the development of community housing for the mentally ill and the developmentally disabled and retirement of debt incurred as a result of acquisition of capital that has been approved by DHS.

 

      Agency Comments:

      DHS and the Office of Management and Budget (OMB) have indicated that they are not able to estimate the amount of revenues that the fund may realize, as the amount is dependent on identification of property, General Services Administration appraisal and final sale price.

 

      Office of Legislative Services Comments:

      The Office of Legislative Services concurs with DHS and OMB that until property that is under the jurisdiction of DHS is sold, it is not possible to determine the amount of proceeds that will be realized by the Fund and the impact the bill's provisions will have on State revenues.
