A Supplement to "An Act making appropriations for the support of the State Government and the several public purposes for the fiscal year ending June 30, 1993 and regulating the disbursement thereof," approved , 1992 (P.L.1992, c. ).
Be It Enacted by the Senate and General Assembly of the State of New Jersey:
1. In addition to the amounts appropriated under P.L.1992, c. , there is appropriated out of the General Fund the following sum for the purpose specified:

2. The funds hereinabove appropriated are to be used to provide case management and other mental health services to persons residing in boarding homes and other residential facilities who are classified as chronically mentally ill and who are not currently receiving mental health services.
The division shall report to the Governor and Legislature by the end of Fiscal Year 1993 as to the number of clients who received services pursuant to this appropriation, the type of services provided, the agencies which received funds and the amount of funds each agency received, and provide an assessment on the impact this appropriation has had on providing mental health services to persons who currently do not obtain such services.
The funds hereinabove appropriated are to be allocated from that portion of funds received by the State for Medicaid uncompensated care reimbursement attributable to reimbursement at the State and county psychiatric hospitals.
3. This act shall take effect immediately but shall remain inoperative until the enactment into law of the annual appropriations act for the fiscal year ending June 30, 1993, P.L.1992, c. .
STATEMENT
This bill appropriates $5,000,000 to the Division of Mental Health and Hospitals in the Department of Human Services for the purpose of providing grants for case management and related mental health services to clients residing in boarding homes and other residential facilities who are classified as chronically mentally ill and who are not currently receiving mental health services. This appropriation would allocate a portion of the federal uncompensated care Medicaid reimbursement monies received by the State for State and county psychiatric hospitals to support the cost of these services.
