      The Agriculture and Waste Management Committee favorably reports Assembly Bill No. 827, with committee amendments.

      As amended, Assembly Bill No. 827 would restore certain exceptions to the municipal and county cap laws for recycling costs that were repealed pursuant to P.L.1990, c.89. The bill provides local "cap" exceptions for amounts spent on county and municipal recycling programs implemented pursuant to P.L.1987, c.102. The bill also exempts amounts received by municipalities from the State recycling tonnage grant program, and revenues raised by municipalities from the sale of recyclable materials which are used to support municipal recycling programs.

      The committee amendments make changes of a technical nature.

      This bill was pre-filed for introduction in the 1996-1997 session pending technical review. As reported, the bill includes the changes required by technical review, which has been performed.
