The Assembly Appropriations Committee reports favorably Assembly Bill No. 827 (1R).
Assembly Bill No. 827 (1R) restores certain exceptions to the municipal and county "cap" laws for recycling costs that were repealed pursuant to P.L.1990, c.89. The bill provides local cap exceptions for amounts spent on county and municipal recycling programs implemented pursuant to P.L.1987, c.102, and exempts amounts received by municipalities from the State recycling tonnage grant program and revenues raised by municipalities from the sale of recyclable materials which are used to support municipal recycling programs.
FISCAL IMPACT:
This bill was not certified as requiring a fiscal note. It allows additional expenditure exceptions to the maximum annual increase in municipal and county budgets, and does not affect State revenues or expenditures.
