      The Assembly Local Government Committee reports favorably Assembly Bill No. 829, with committee amendments.

      Assembly Bill No. 829, as amended by the committee, permits a municipality or county to adopt an ordinance or a resolution, if appropriate, for a special emergency appropriation for snow removal costs related to an emergency that is specifically authorized pursuant to a declaration of emergency by the President of the United States or by the Governor. Special emergency appropriations may be paid for out of surplus or through borrowing for up to five years. The committee amended the bill to include the requirement that the special emergency be related to an emergency that is specifically authorized by the President or the Governor in order to provide a threshold for the severity of the circumstances needed to trigger the special emergency.

      Assembly bill No. 829 was pre-filed for introduction in the 1996-1997 legislative session pending technical review. As reported by the committee, the bill contains the changes required by technical review which has been performed.
