An Act providing for State payment of the costs of certain police training courses and supplementing Title 52 of the Revised Statutes.

    Be It Enacted by the Senate and General Assembly of the State of New Jersey:

    1. Notwithstanding any law, rule or regulation to the contrary, whenever the Attorney General or the Police Training Commission established pursuant to P.L.1961, c.56 (C.52:17B-66 et seq.), or any officer or employee thereof acting on its behalf, requires a municipality or county to conduct a new or expanded police training course on or after the effective date of this act, P.L. , c. (C. ) (now pending before the Legislature as this bill), the State shall pay for the net additional cost of the new or expanded course to the municipality or county except in cases where the course is necessary to meet the requirements of a federal statute, rule, regulation or order or any decision, order or ruling by a court of competent jurisdiction. Except as otherwise provided, on or after the effective date of this act, a requirement for a new or expanded police training course shall be inoperative in its effect unless a State appropriation is made and full State funding is provided for any net additional cost of compliance by a municipality or county.

    2. This act shall take effect immediately.

STATEMENT

    This bill provides that whenever the Attorney General or the Police Training Commission, or any officer or employee thereof acting on its behalf, requires a municipality or county to conduct a new or expanded police training course on or after the effective date of this act, the State shall pay for the net additional cost of the new or expanded course to the municipality or county except in cases where the course is necessary to meet the requirements of a federal statute, rule, regulation or order or any decision, order or ruling by a court of competent jurisdiction. Except as otherwise provided, on or after the effective date of this act, a requirement for a new or expanded police training course shall be inoperative in its effect unless a State appropriation is made and full State funding is provided for any net additional cost of compliance by a municipality or county.
