      Assembly Bill No. 893(1R) of 1996 permits the Director of the Division of Motor Vehicles (DMV) to issue special New Jersey Network license plates. The director would be authorized to charge an initial application fee of $50 and a $10 renewal fee which shall be in addition to all fees otherwise required by law. The application and renewal fees are to be deposited into a non-lapsing "New Jersey Network Support Fund" for DMV expenses associated with plate issuance, and for operational costs of the New Jersey Network.

      In a previous estimate to a similar bill, Assembly Bill No. 2498 of 1995, DMV estimated total fixed costs to be about $41,000, for reprogramming agency and revenue automated systems, and for one-time die costs. Variable costs would be about $8 for the issuance of each set of special plates. However, since DMV could not estimate public interest in the new, special license plates, it did not project revenues from application and renewal fees.

      The Office of Legislative Services (OLS) concurs with the previously estimated DMV costs. However, as a reference range for potential revenues, OLS would note that DMV has estimated that FY 1997 revenues from special plates would provide about $353,000 for animal welfare, $180,000 for wildlife conservation, and $629,000 for shore protection.
