      Assembly Bill No. 1049 (1R) of 1996 authorizes the Director of the Division of Motor Vehicles (DMV) to issue special license plates with the word "CLERGY" to any member of the clergy who may request such plates. A fee of $25 would be charged for these special plates which is in addition to fees otherwise required by law. Further, a clergy member may display the standard symbol of the religion the clergy member represents on the plates if the symbol has been approved by the Director of the DMV.

      DMV submitted a fiscal note last session for a similar bill, Assembly Bill No. 1725 of 1994, which anticipated that if 3,000 of the estimated 7,400 members of the clergy applied for special plates, the State would incur one-time costs of about $23,000 for the production of the license plates and $29,000 in administrative costs to process the applications. However, a projected $75,000 in revenue would result in a one-time $23,000 net gain to the State.
