An Act imposing certain notification requirements on legislative agents and lobbyists and supplementing P.L.1971, c.183 (C.52:13C-18 et seq.).

 

    Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

    1. a. Each legislative agent and lobbyist shall provide to each member of the Legislature, legislative staff, the Governor, the Governor's staff, or an officer or staff member of the Executive Branch who receives a benefit that is required to be reported to the commission pursuant to section 2 of P.L.1981, c.150 (C.52:13C-22.1), a full written and certified report describing the benefit, including a description of the benefit, the amount of the benefit, the date it was provided and to whom it was paid.

    b. The reports shall be transmitted to the member of the Legislature, legislative staff, the Governor, the Governor's staff, or an officer or staff member of the Executive Branch by each legislative agent or lobbyist on a quarterly basis, no later than the 10th day following April 1, July 1, October 1 and January 1 and covering benefits provided in the immediately preceding three months. In the event that a legislative agent or lobbyist provides more than one benefit to a member of the Legislature, legislative staff, the Governor, the Governor's staff, or an officer or staff member of the Executive Branch during a quarter, the reports describing those benefits required pursuant to subsection a. of this section may be combined into one report or filed as separate reports.

 

    2. This act shall take effect on January 1 following enactment.

 

 

STATEMENT

 

    This bill requires that after providing a benefit to a member of the Legislature, legislative staff, the Governor, the Governor's staff, or an officer or staff member of the Executive Branch, each legislative agent or lobbyist shall provide that person, on a quarterly basis, with a full written and certified report which describes that benefit, including a description of the benefit, the amount of the benefit, the date it was provided and to whom it was paid. The reports would be transmitted to the recipients of the benefits no later than the 10th day following April 1, July 1, October 1 and January 1 and cover benefits provided in the immediately preceding three months.
