An Act concerning air pollution and repealing section 8 of P.L.1993, c.69 (C.26:2C-8.13).
Be It Enacted by the Senate and General Assembly of the State of New Jersey:
1. Section 8 of P.L.1993, c.69 is repealed.
2. This act shall take effect immediately.
STATEMENT
This bill would repeal section 8 of P.L.1993, c.69 (C.26:2C-8.13) which requires the Department of Environmental Protection to "prepare and adopt a comprehensive plan to provide incentives for the retirement from use in the State of older, inefficient motor vehicles." A vehicle scrappage program accelerates the retirement of older, more polluting vehicles. Because older cars will be scrapped anyway, a scrappage program will provide environmental benefits for only a few years. Also, because the benefits of a program depend upon the replacement vehicles chosen and the amount they are driven, the success of a scrappage program is uncertain. Furthermore, as a mandated inspection and maintenance program goes into effect, emissions will be reduced, even from older cars. It has been estimated that a vehicle scrappage program will be cost-effective only until the middle of the 1990's.
A scrappage program will impact on the availability of parts used in the restoration of vintage cars. While it is unlikely that a vintage car would be scrapped, many older, run-of-the-mill cars provide parts for the rarer, valuable models. Therefore, because of the limited environmental benefits that a scrappage program will provide, and the potential for harm to the vintage car hobby, this bill would repeal the law requiring the adoption of a vehicle scrappage program.
