An Act concerning the privatization of State services and supplementing Title 52 of the Revised Statutes.

 

    Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

    1. Notwithstanding the provisions of any other law, rule or regulation, or executive order to the contrary, no service which, on the effective date of this act, is performed by the employees of a State agency, as defined in section 2 of P.L. 1971, c.182 (C.52:13D-13), shall thereafter be performed by any private entity unless specific authorization therefor is conferred by a statute enacted after the effective date of this act which contains specific details of the transfer of responsibilities to the private entity and the consequences for the affected employees.

 

    2. This act shall take effect immediately.

 

 

STATEMENT

 

    This bill provides that no service which, on the bill's effective date, is performed by the employees of a State agency shall be performed by any private entity (privatized) unless specific authorization is conferred by a subsequent statute which contains specific details of the transfer of responsibilities to the private entity and the consequences for the affected employees.

 

 

 

Prohibits privatization of State services unless specifically authorized by statute.
