      Assembly Bill No. 1210 of 1996 creates a 17-member New Jersey Employee Assistance Advisory Committee in but not of the Governor's Council on Alcoholism and Drug Abuse (council). The advisory committee would promote the awareness, development, implementation and utilization of employee assistance plans throughout the State. The advisory committee would have the following duties:

    Develop an action plan to stimulate and initiate employee assistance programs throughout the State.

    Review, assess and coordinate the provision of employee assistance at the State and local level.

    Work with the Department of Personnel to develop training programs and referral networks, and to ensure that relevant department policies are implemented.

      The advisory committee shall request assistance and avail itself of the services of the council and of the Department of Health (DOH), Division of Alcoholism, Drug Abuse and Addiction Services, including administrative, secretarial and consultant services.

      DOH, the council and the Office of Management and Budget have not provided any current fiscal information on the legislation. However, on similar legislation, Assembly Bill No. 453 of 1994, DOH estimated that the cost of providing services to the advisory committee would be $63,000 for 1.5 employees.

      The Office of Legislative Services is not able to estimate the cost associated with the advisory committee. However, any administrative, secretarial and consultant services required by the advisory committee could be handled within available resources to the council and DOH.

      This legislative fiscal estimate has been produced by the Office of Legislative Services due to the failure of the Executive Branch to respond to our request for a fiscal note.
