An Act concerning special registration plates and supplementing chapter 3 of Title 39 of the Revised Statutes.

 

    Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

    1. a. Upon application of a qualified member of the Eastern Paralyzed Veterans Association, the director shall issue, for the motor vehicle owned or leased by the member, distinctive plates of a design and color approved by the director, in addition to the registration number and other markings or identification prescribed by law. The plates shall bear the words "Eastern Paralyzed Veterans" and depict the Eastern Paralyzed Veterans Association emblem.

    b. The special license plates authorized by this act may be issued upon proof, satisfactory to the director, that the applicant is presently a qualified member of the Eastern Paralyzed Veterans Association. The director shall promulgate rules and regulations governing the use and issuance of these plates. The fee for these plates shall be $15 in addition to the fees otherwise prescribed by law for the registration of motor vehicles.

    c. The surviving spouse of a former member of the Eastern Paralyzed Veterans Association who is eligible to operate a motor vehicle in this State under the provisions of R.S.39:3-10 may retain the special license plates obtained by the deceased spouse pursuant to this section for display on a motor vehicle registered to the surviving spouse under the provisions of R.S.39:3-4.

 

    2. This act shall take effect on the first day of the sixth month after enactment.

 

 

STATEMENT

 

    This bill authorizes the Division of Motor Vehicles in the Department of Law and Public Safety to issue special license plates for the vehicles of members of the Eastern Paralyzed Veterans Association (EPVA). The license plates would display the EPVA emblem, which signifies that the owner is a qualified member of the EPVA. The fee for the special plates would be $15, in addition to the other registration fees required by law.

    The surviving spouse of an EPVA member would be permitted to retain the special license plates obtained by the deceased spouse, if the surviving spouse is a licensed driver.
