An Act concerning the distribution of State library aid and supplementing chapter 74 of Title 18A of the New Jersey Statutes.

 

    Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

    1. Notwithstanding the provisions of any law, rule or regulation to the contrary, failure to meet the requirements promulgated pursuant to the "state library aid law" (N.J.S.18A:74-1 et seq.) regarding the employment of a certified professional librarian on a full-time basis as director by a library serving a municipality, group of municipalities or county having a population of 10,000 or more inhabitants shall not result in the loss of any per capita State library aid provided the library has employed, as of the effective date of this act, a certified professional librarian in a part-time capacity as director for a minimum of one year. However, the exception provided by this paragraph shall terminate at such time as an individual serving as a part-time library director is no longer in the employ of the library.

 

    2. This act shall take effect immediately and shall apply to State library aid distributed on and after the date of enactment.

 

 

STATEMENT

 

    This bill provides that failure to meet the regulations promulgated under the "state library aid law" regarding employment of a certified full-time library director will not result in the loss of any per capita library aid, provided the library has employed a certified part-time library director for a minimum of one year as of the bill's effective date. The bill applies only to libraries serving a municipality, group of municipalities, or a county, having a population of 10,000 or more inhabitants, and the exception will terminate when the part-time


librarian leaves the employ of the library.
