An Act establishing a three-year demonstration "Senior Citizen Housing and Health Screening Center Program" in the Department of Community Affairs and making an appropriation.

 

    Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

    1. There is established in the Division on Aging in the Department of Community Affairs a three-year demonstration "Senior Citizen Housing and Health Screening Center Program."

 

    2. As used in this act:

    "Senior citizen" means a person 62 years of age or older.

    "Subsidized senior citizen rental housing" means a rental apartment building supported, at least in part, by a federal or State government housing construction, tax credit, rental assistance or insurance program, which is primarily restricted to occupancy by at least one person in each apartment unit who is a senior citizen.

 

    3. a. The Director of the Division on Aging in the Department of Community Affairs shall establish a demonstration program in three counties whereby the division shall award grants to health care providers or organizations for the renovation of appropriate space in subsidized senior citizen rental housing for the establishment of health care screening centers.

    b. The pilot program shall be established in Essex, Camden and Mercer counties. The director shall develop standards concerning the qualifications and responsibilities of the health care providers and organizations that may be awarded grants, the range of services which shall be provided at each demonstration program site, the administration of the demonstration program, and the provision of health screening services.

    c. The director shall monitor and evaluate the demonstration program and shall report to the Legislature and the Governor no later than two years after the effective date of this act on the effectiveness of the program, which shall include the renovation costs, the number of senior citizens served, the services provided by the health care screening centers, and the cost of providing these services. The report shall include recommendations for expanding the program Statewide, as appropriate.

 

    4. In accordance with the "Administrative Procedure Act" P.L.1968, c.410 (C.52:14B-1 et seq.), the Director of the Division on Aging shall promulgate rules and regulations necessary to effectuate the purposes of this act.

 

    5. There is appropriated $50,000 to the Division on Aging in the Department of Community Affairs from the Casino Revenue Fund to carry out the purposes of this act.

 

    6. This act shall take effect immediately and shall expire three years after enactment.

 

 

STATEMENT

 

    This bill requires the Director of the Division on Aging in the Department of Community Affairs to establish a three-year demonstration "Senior Citizen Housing and Health Screening Center Program" in Essex, Mercer and Camden counties.

    The division shall award grants to health care providers or organizations for the renovation of appropriate space in subsidized senior citizen rental housing for the establishment of health care screening centers.

    The director is required to develop standards concerning the qualifications and responsibilities of the health care providers and organizations that may be awarded grants, the range of services which shall be provided at each demonstration program site, the administration of the demonstration program, and the provision of health screening services.

    In addition, the director shall monitor and evaluate the demonstration program and shall report to the Legislature and the Governor no later than two years after the effective date of this bill on the effectiveness of the program.

    The bill includes a $50,000 appropriation from the Casino Revenue Fund to the Division on Aging.
