      The Assembly Senior Issues, Tourism and Gaming Committee reports favorably and with committee amendments Assembly Bill No. 1314.

      This bill would allow the owner of a shopping center or mall to install reserved senior citizen shopper parking in that facility. The owner of the shopping center or mall must request in writing that the municipality authorize the spaces and enforce the restricted parking in spaces he has installed for persons who are age 70 or older.

      Penalties for parking illegally in a space designated for senior citizens would include a $100 fine for a first offense and, for subsequent offenses, a fine of at least $100 and up to 90 days community service or any combination thereof.

      The bill clarifies that the director of the Division of Motor Vehicles, in consultation with the Division on Aging in the Department of Community Affairs for senior citizens shall issue senior citizen placards.

      This bill was pre-filed for introduction in the 1996 session pending technical review. As reported, the bill includes the changes required by technical review which has been performed.

 

COMMITTEE AMENDMENTS

 

      The committee deleted a provision that the Division of Motor Vehicles may issue special license plates for motor vehicles owned, operated or leased by a senior citizen or for motorcycles owned, operated or leased by a handicapped person or senior citizen.
