      Assembly Bill No. 1342 (1R) of 1996 permits the Director of the Division of Motor Vehicles (DMV) to issue special license plates bearing the words "Heavy Rescue" and a heavy rescue insignia or emblem to certified heavy rescue volunteers. The fee for the plates would be $25 which is in addition to fees otherwise prescribed by law.

      Based on information provided informally by the Division of State Police, the Division of Motor Vehicles, and a representative from the heavy rescue volunteers, the number of heavy rescue volunteers may be in the 5,000 to 8,000 range. Since the various counties would be responsible for certifying such volunteers, it is difficult to better quantify their number.

      The Office of Legislative Services would note that the estimated annual revenue from Heavy Rescue license plates could range from $125,000 to $200,000, depending on the number of eligible Heavy Rescue volunteers and the number who subsequently request special license plates. Regarding offsetting expenses, DMV previously estimated that special license plate costs include about $41,000 for reprogramming agency and revenue automated systems, and for one-time die costs. Variable costs would be about $8 for the issuance of each set of special plates.
