      This bill would authorize the lease of Department of Transportation property in such manner as to produce revenues for the support of the State. These amendments clarify that a billboard or outdoor advertising sign proposed to be erected on or above a State right-of-way or real property within the pinelands area would be subject to the provisions of the comprehensive management plan adopted by the Pinelands Commission.

      The amendments further clarify that the exemption granted to public utilities applies to the occupancy of the facilities of a public utility on, above or below a State right-of-way or real or personal property.
