      These amendments would transfer administration of the moneys in the Clean Communities Account from the Department of Environmental Protection to the Department of the Treasury. In addition, the amendments would remove certain oversight provisions, such as county and municipal reporting to the Department of Environmental Protection, and Department of Environmental Protection reporting to the Governor and the Legislature. Finally, the amendments would increase the amount of funds allocated to a State program of litter pickup and removal and litter-related law enforcement from 5% to 10% of the estimated annual balance of the account, and eliminate moneys for Department of Environmental Protection administrative expenses and public education programs concerning antilittering activities.
