      Assembly Committee Substitute for Assembly Bill No. 1370 of 1996 authorizes the Director of the Division of Motor Vehicles (DMV) to issue special farmland and open space preservation license plates. There would be an application fee of $50 and a renewal fee of $10 for the special plates, which shall be in addition to fees otherwise required by law. Further, the application and renewal fees for these license plates would be deposited in a new special account, the "Garden State Preservation Fund," after reimbursing the DMV for related plate issuing costs. The Fund would use its monies to support recreation and conservation purposes, and farmland preservation purposes.

      The Office of Legislative Services (OLS) cannot determine how many individuals would be interested in obtaining these special license plates, and, therefore cannot estimate the revenue that would be generated. However, as a possible reference range for potential revenues, OLS notes that DMV estimated that FY 1997 revenues from special plates for animal welfare would provide about $350,000, plates for wildlife conservation would provide about $180,000, and plates for shore protection would provide about $630,000.

      This legislative fiscal estimate has been produced by the Office of Legislative Services due to the failure of the Executive Branch to respond to our request for a fiscal note.
