      The Assembly Education Committee favorably reports Assembly Bill No. 1382 with committee amendments.

      This bill requires a school district to report the amount of its surplus to the municipality by forwarding to the municipality the monthly report made by the board secretary to the board of education within three days of its filing in October, January, April, and July of each year. In the case of a regional school district, the report is to be forwarded to each constituent municipality of the district. A school district will only forward the board secretary's report to the municipality upon written notification from the governing body of the municipality that the municipality wishes to receive the report.

      The committee amended the bill to provide that the mechanism to report the amount of surplus to the municipality would be the forwarding on a quarterly basis of the monthly report made by the board secretary to the board of education. This report includes information on the status of the district's surplus. The committee amendments also provide that a school district will only be required to forward these reports upon written notification from the governing body of the municipality that the municipality wishes to receive the reports. The written notification would only be required for initial receipt of the reports and not on a quarterly basis.

      This bill was prefiled for introduction in the 1996 legislative session pending technical review. As amended, the bill includes the changes required by technical review which has been performed.
