An Act concerning the employment of certain prison inmates and supplementing chapter 4 of Title 30 of the Revised Statutes.

 

    Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

    1. Notwithstanding R.S.30:4-92 or any other law, rule or regulation, an inmate at the Adult Diagnostic and Treatment Center shall not be employed in a data-entry position or other capacity that provides the inmate access to personal information. Personal information shall include an individual’s name, date of birth, address, social security number, information in a police accident report, and other information that can be used to identify an individual.

 

    2. This act shall take effect immediately.

 

STATEMENT

 

    This bill would prohibit the current practice of employing sex offenders incarcerated at the Adult Diagnostic and Treatment Center (ADTC) in Avenel in positions that provide access to personal information about women motorists and other unsuspecting persons. Currently ADTC inmates are hired by the Division of Motor Vehicles to process police accident report data. This information may include names, dates of birth, social security numbers, addresses, driver's license numbers, and witness' names and home addresses, among other information. Other State agencies also use ADTC inmates in data entry positions, which involve access to similar personal information. A concern for public safety dictates that inmates in the State's prison for compulsive and repetitive sex offenders not have routine access to information that might allow them to target future victims.
