      Assembly Bill No. 1597 of 1996 requires the Division of Motor Vehicles (DMV) to issue persons under 21 years of age a photo driver's license that is conspicuously distinct, through the use of color, from licenses issued to drivers over 21. These distinctively colored drivers' licenses would expire when the licensees attain the age of 21.

      Informal estimates by the DMV indicate that if it used a different color laminate on driver licenses issued to drivers under 21 years of age, only about $10,000 annually would be required for additional materials. However, if a different color license was required, DMV estimates the cost to be considerably higher because of an anticipated need to purchase additional color printers at $4,400 per printer. Up to 60 of these new color printers could be required at the various motor vehicle agencies.

      The Office of Legislative Services would accept the informal estimates by DMV pending formal submission of a fiscal note by the division.

 

The legislative fiscal estimate has been produced by the Office of Legislative Services due to the failure of the Executive Branch to respond to our request for a fiscal note.
