      Assembly Bill No. 1606 of 1996 requires that the Director of the Division of Motor Vehicles (DMV) provide notice by certified mail, restricted delivery, to any person whose motor vehicle registration, driver's license or driving privilege is or may be revoked or suspended by the director.

      According to the U.S. Postal Service, there is a $2.75 charge for certified mail, restricted delivery. Further, DMV estimates that 1.3 million notices of potential or actual revocations or suspensions are mailed annually.

      Consequently, the Office of Legislative Services estimates that this bill would cost DMV about $3.6 million in additional postage each year.
