      Assembly Bill No. 1670 (1R) of 1996 permits deductions from the retirement allowance or pension of a beneficiary of the Public Employees' Retirement System (PERS) or the Teachers' Pension and Annuity Fund (TPAF) for the payment of premiums for a group dental insurance plan, subject to the condition that at least 1,000 beneficiaries covered by the plan would have to request the deduction.

      The Office of Legislative notes that this bill would have virtually no impact on the State. Under current law, a beneficiary under the TPAF and the PERS may request the Division of Pensions and Benefits to make deductions from the beneficiary's retirement allowance or pension for the payment of premiums for a group health insurance plan or the State Health Benefits Program.

      This legislative fiscal estimate has been produced by the Office of Legislative Services due to the failure of the Executive Branch to respond to our request for a fiscal note.
