An Act concerning special license plates for municipal clerks and supplementing chapter 3 of Title 39 of the Revised Statutes.

 

    Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

    1. a. Upon the application of the clerk of a municipality, the director shall issue special license plates for a motor vehicle owned or leased by that person. The plates shall bear the words "municipal clerk" in addition to the registration number and other markings and identification otherwise required by law.

    b. The special license plates authorized by this section shall be issued upon the presentation of proof, satisfactory to the director, that the applicant is a municipal clerk. A municipal clerk who has been issued special license plates under this section and has served in that position for less than 10 years shall return the plates when he ceases to hold that position. A municipal clerk who has served in that position for 10 years or longer may retain the special license plates after leaving that position.

    c. The fee for the special plates authorized by this section shall be $25, in addition to the fees otherwise prescribed by law for the registration of motor vehicles.

    d. The director may promulgate rules and regulations, pursuant to the "Administrative Procedure Act," P.L.1968, c.410 (C.52:14B-1 et seq.), governing the issuance and use of the special license plates authorized by this section.

 

    2. This act shall take effect on the first day of the fourth month

after enactment.

 

 

STATEMENT

 

    This bill authorizes the Division of Motor Vehicles in the Department of Transportation to issue special license plates for the vehicles of municipal clerks. The plates would bear the words "municipal clerk," in addition to other markings and identification required by law. The fee for these plates would be $25 in addition to the fees otherwise prescribed by law. The bill would permit a municipal clerk who has served in that position 10 years or longer to retain the special plates after leaving the position.
