An Act concerning commercial, self-administered pulse meters and blood pressure machines and supplementing Title 51 of the Revised Statutes.

 

    Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

    1. The State Superintendent of Weights and Measures in the Division of Consumer Affairs shall adopt standards of accuracy and reliability for the certification of commercial, self-administered pulse meters and blood pressure machines that are available for use by the public.

 

    2. a. Commercial, self-administered pulse meters and blood pressure machines available for use by the public installed on or after the effective date of this act shall be certified by the State Superintendent of Weights and Measures prior to their installation.

    b. Commercial, self-administered pulse meters and blood pressure machines available for use by the public shall be certified at least annually by the State superintendent.

 

    3. The State Superintendent of Weights and Measures in the Division of Consumer Affairs shall promulgate rules and regulations pursuant to the "Administrative Procedure Act," P.L.1968, c.410 (C.52:14B-1 et seq.) necessary to effectuate the provisions of this act.

 

    4. This act shall take effect on the 180th day following enactment.

 

 

STATEMENT

 

    This bill provides for the certification of commercial, self-administered pulse meters and blood pressure machines by the State Superintendent of Weights and Measures in the Division of Consumer Affairs. These meters and machines provide to the public vital health information, which should be as reliable and accurate as possible. Certification should help to ensure this accuracy and reliability.
