      The purpose of these amendments is to limit the additional powers sought to be granted to a county improvement authority in the bill, as introduced, to improvement activity affecting only public facility infrastructure. As introduced, the bill would have permitted a county improvement authority to engage in any improvement activity in a beneficiary county.
