      Assembly Bill No. 1795 of 1996 requires the Medicaid and the Pharmaceutical Assistance to the Aged and Disabled (PAAD) programs to provide benefits for diabetes self-management education, equipment and supplies at least to the same extent as required for health insurance companies and health maintenance organizations under the terms of P.L.1995, c.331.

 

Agency Comments:

      The Department of Human Services and the Office of Management and Budget have not provided any fiscal information on the legislation.

 

      Office of Legislative Services Comments:

      The Office of Legislative Services is not able to determine what fiscal impact the legislation may have on either the Medicaid or PAAD programs as the number of Medicaid and PAAD recipients who may require diabetes self-management education, equipment and supplies is not known. Also, costs associated with diabetes self-management education, equipment and supplies are not known. It is noted that AFDC recipients who are diabetic and who are enrolled in Medicaid managed care programs would have these services provided under the terms of P.L.1995, c.331.

      This legislative fiscal estimate has been produced by the Office of Legislative Services due to the failure of the Executive Branch to respond to our request for a fiscal note.
