      The Assembly Education Committee favorably reports Assembly Bill No. 1813 with committee amendments.

      This bill clarifies the voting rights of representatives of sending districts who are eligible for membership on the receiving district board of education. The current statute permits the representatives to vote on the tuition which the receiving district will charge the sending district. This bill would permit the representatives also to vote on expenditures for the purchase, operation or maintenance of facilities, equipment or supplies to be used in the education of the pupils of the sending district. In addition, language is added to make clear that the representatives may vote on the appointment, transfer or removal of any teaching staff member providing services to pupils of the sending district who is a member of the receiving district's central administrative staff. The bill also directs the State Board of Education to adopt regulations within 180 days of the bill's effective date which delineate the role of the sending district representatives in meetings and discussions of the receiving board, identify the manner in which the quorum on a receiving board is determined, and otherwise specify the rights of sending district representatives on receiving boards of education.

      The committee adopted amendments to delete reference to the operating budget of the receiving district and to include language which more precisely defines the expenditures of the receiving district on which sending district representatives may vote. The amendments also clarify that representatives of the sending district may vote on the appointment, transfer or removal of teaching staff members who are members of the receiving district's central administrative staff and direct the State Board of Education to promulgate regulations concerning the rights of sending district representatives on receiving boards of education.
