An Act concerning certain aid for county vocational schools and supplementing chapter 7D of Title 18A of the New Jersey Statutes.

 

    Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

    1. For each pupil who is a resident of a special needs district as defined under section 3 of P.L.1990, c.52 (C.18A:7D-3) and who is enrolled in a county vocational school district, the State shall deduct from the foundation aid of the special needs district an amount equal to the foundation aid payable to the district for the pupil and pay that amount to the board of education of the county vocational school district in lieu of the foundation aid which would otherwise be paid to the county vocational school district for the pupil pursuant to section 4 of P.L.1990, c.52 (C.18A:7D-4). The payment on behalf of a pupil in a shared-time vocational program who is regularly attending both a school in the special needs district and a county vocational school shall be made on an equated full-time basis in accordance with procedures to be established by the commissioner.

 

    2. This act shall take effect immediately.

 

 

STATEMENT

 

    This bill provides that for each pupil who is a resident of a special needs district and who is enrolled in a county vocational school district, the State would deduct from the foundation aid of the special needs district an amount equal to the foundation aid payable to the district for the pupil and pay that amount to the board of education of the county vocational school district in lieu of the foundation aid which would otherwise be paid to the vocational school. The payment on behalf of a pupil in a shared-time vocational program would be made on an equated full-time basis in accordance with procedures to be established by the commissioner.

    The procedure in the bill for providing foundation aid to a county vocational school based on the foundation aid of the pupil's resident district was originally specified in the Quality Education Act of 1990 (P.L.1990, c.52).
