An ACT to amend "An Act making appropriations for the support of the State Government and the several public purposes for the fiscal year ending June 30, 1996 and regulating the disbursement thereof," approved June 30, 1995 (P.L.1995, c.164).
Be It Enacted by the Senate and General Assembly of the State of New Jersey:
1. The following appropriation items in section 1 of P.L.1995, c.164, the annual appropriations act for fiscal year 1996, are amended to read as follows:

Notwithstanding any other provision of law to the contrary, the appropriation transfer from the Implementation of Statewide Health Information Network account of $900,000 for consulting services for pilot projects within the Department of Health for information and record management systems approved by the Joint Budget Oversight Committee on March 28, 1996 is rescinded and the sum transferred shall be restored to the Implementation of Statewide Health Information Network account.

2. This act shall take effect immediately and be retroactive to March 28, 1996.
STATEMENT
This bill amends the fiscal year 1996 annual appropriations act to rescind $1.5 million of the $2.0 million appropriation to the Department of Health for implementation of a Statewide health information network (HINT) and shifts this $1.5 million to the Department of Human Services for the Division of Developmental Disabilities' Community Services Waiting List Reduction Initiative program. The bill also rescinds a recent transfer from the HINT account to the Department of Health for the consulting costs on three pilot programs that are duplicative of other health records and information management efforts underway in the Department of Health. The funds are shifted from the HINT account in order to reinforce the minimal funding commitment that has been made in fiscal year 1996, and proposed by the administration for fiscal year 1997, for the operating expenses of community care group homes for the developmentally disabled that are to be constructed with funds from the Developmental Disabilities Waiting List Reduction and Human Services Construction Bond Act of 1994.
