An Act concerning county and municipal expenditures for certain purposes.

 

    Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

    1. The Legislature finds and declares that:

    a. The general welfare of the State is promoted and enhanced when a New Jersey student is afforded the opportunity to attend an institution of higher education.

    b. It is in the public interest that local governments of this State be permitted to provide monies to scholarship funds that benefit students who are in need of financial assistance and who have demonstrated academic achievement in order to inspire other students to excel in their academic endeavors and to pursue higher education.

 

    2. The governing body of a county or municipality may appropriate annually funds to a scholarship fund established by a private, nonprofit organization for the purpose of providing scholarships to financially needy students who have demonstrated high academic achievement and attend a secondary school within a public school district of the county or municipality. The scholarship shall be awarded to defray the expenses of pursuing undergraduate studies at institutions of higher education within the State.

  

    3. This act shall take effect immediately.

 

 

STATEMENT

 

    This bill permits local governments to appropriate annually monies to a scholarship fund established by a private, nonprofit organization for the purpose of providing a scholarship to a financially needy student at a high school within a school district of the county or municipality who has demonstrated high academic achievement. The monies will be used by the student to defray the expenses of pursuing undergraduate studies at institutions of higher education within the State.

    The purpose of this bill is to inspire students within the county or municipality to strive for academic excellence and to pursue undergraduate degrees at institutions of higher education, by permitting local governments to contribute to scholarship funds that benefit local student scholars.
