An Act concerning the New Jersey Transportation Trust Fund and supplementing P.L.1984, c.73 (C.27:1B-1 et al.).

 

    Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

    1. Notwithstanding the provisions of section 25 of P.L.1984, c.73 (C.27:1B-25) and section 9 of P.L.1995, c.108 (C.27:1B-25.1) or any other law, rule or regulation to the contrary, whenever a municipality or county applies for State aid to be appropriated from the revenues and other funds of the New Jersey Transportation Trust Fund Authority, the municipality or county shall certify that local matching funds, if required, have been appropriated for that purpose.

 

    2. This act shall take effect immediately.

 

 

STATEMENT

 

    This bill would supplement the "New Jersey Transportation Trust Fund Authority Act of 1984" to require that a municipality or county certify that local matching funds, if required, have been appropriated whenever the municipality or county applies for State aid to be appropriated from the revenues and other funds of the New Jersey Transportation Trust Fund Authority. There have been instances when a local unit has applied for, and been awarded, State aid from the Transportation Trust Fund but has not made provision for necessary local matching funds and therefore was unable to accept the State aid. Applying for State aid without having the necessary matching funds wastes resources of the Department of Transportation in evaluating such an application and ultimately delays awards of State aid to other local units which have matching funds available.


                             

Requires counties and municipalities to certify that matching funds are available when applying for State aid from Transportation Trust Fund.
