A Supplement to "An Act making appropriations for the support of the State Government and the several public purposes for the fiscal year ending June 30, 1997 and regulating the disbursement thereof," approved June 28, 1996 (P.L.1996, c.42).

 

    Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

    1. In addition to the amounts appropriated under P.L.1996, c.42, there is appropriated out of the General Fund the following sum for the purpose specified:

The amount hereinabove for the State Medical Examiner is intended to reimburse county governments for the cost of forensic toxicology testing services provided by the State Medical Examiner through the end of calendar year 1996.

 

      2. This act shall take effect immediately.

 

 

STATEMENT

 

      This supplemental appropriation is intended to reimburse county governments with amounts necessary to offset their direct payments to the State Medical Examiner (SME) for forensic toxicology testing services through the end of calendar year 1996. Pursuant to N.J.S.A. 52:17B-83, counties are required to reimburse the SME for all costs incurred in conducting the county's death investigations and performing all other functions of the county medical examiner. Prior to FY1997, the State provided toxicology testing services at no expense to the counties. However, State funding for toxicology testing was eliminated from the FY1997 State budget. This appropriation will allow counties to obtain toxicology services until they are able to include funding for them in their own budgets.
