      The Assembly State Government Committee reports favorably Assembly, No. 2362.

      This bill provides that, if the county board of elections is unable to fill all of the positions of the members of a particular district board from among qualified members of the principal political parties, as presently required by law, the county board shall appoint to that district board to each such unfilled position an otherwise qualified person who is unaffiliated with any political party. In no event would more than two such unaffiliated persons be permitted to serve at the same time on any district board. Responsibility for the removal and replacement of any such unaffiliated member of the district board, which in the case of an affiliated member is assigned to those members of the county board affiliated with the same political party, would be assigned to the full membership of the county board.
