An Act concerning special registration plates and supplementing chapter 3 of Title 39 of the Revised Statutes.

 

    Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

    1. a. Upon application of any person who can demonstrate by conclusive evidence that he is a bonafide member of the Legion of Valor of the United States of America, the 1[director] Director of the Division of Motor Vehicles1 shall issue, for the motor vehicle owned or leased by the person, distinctive plates bearing a design approved by the director in addition to the registration number and other markings or identification prescribed by law. The plates shall bear the words "Legion of Valor" and depict a Legion of Valor emblem. 1[A multicolored adhesive sticker denoting the highest decoration for valor held by the applicant shall be affixed in an area provided on the license plates as determined by the director. There shall be no cost to the applicant for these special plates other than the fees otherwise prescribed by law for the registration of motor vehicles.] The application for special "Legion of Valor" license plates shall be accompanied by a $25 application fee, payable to the Division of Motor Vehicles, which shall be in addition to fees otherwise required by law. The application fee shall be retained by the division to cover its costs for producing and issuing Legion of Valor license plates.1

    b. 1[The surviving spouse of a former member who is eligible to operate a motor vehicle in this State under the provisions of R.S.39:3-10 may retain the special license plates obtained by the deceased spouse pursuant to this section for display on a motor vehicle registered to the surviving spouse under the provisions of R.S.39:3-4.

    c.]1 The director 1[shall] may1 promulgate rules and regulations governing the issuance and use of these registration plates.

    2. This act shall take effect on the first day of the 1[fifth] seventh1 month after enactment 1; but the Director of the Division of Motor Vehicles may take such anticipatory action in advance of that date as may be necessary for the act's timely implementation1 .
