      The Assembly Law and Public Safety Committee reports favorably Assembly Bill No. 2503 as an Assembly Committee Substitute.

      The committee substitute imposes a fine of $50 on persons admitted to supervisory treatment pursuant to N.J.S.2C:43-13 or imposed as a term or condition of conditional discharge under N.J.S.2C:36A-1 for each drug-related violation. These fines are to be deposited in a nonlapsing revolving fund known as the "Drug Abuse Resistance Education (DARE) Fund." The Legislature shall annually appropriate these monies for the purposes of funding DARE programs throughout the State.
