An Act concerning emergency medical transportation and supplementing Title 18A of the New Jersey Statutes.

 

    Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

    1. a. The board of education of each school district shall adopt procedures to ensure that emergency medical transportation is available at each high school football game conducted by the school district which is played on its grounds, through the on-site presence of a public or volunteer ambulance, first aid, rescue squad or other emergency vehicle, with appropriate equipment and personnel as specified by regulation of the Commissioner of Education.

    b. A board of education may apply to the commissioner, on a form and in a manner to be prescribed by the commissioner, and within the limit of funds appropriated pursuant to this act or otherwise made available for the purposes thereof, for reimbursement of the reasonable costs incurred by the board in connection with the provisions of subsection a. of this section, as determined by the commissioner. The commissioner shall establish requirements for adequate documentation by a board of education as to the need for these funds to effect the purposes of this act.

 

    2. There is appropriated $90,000 from the General Fund to the Department of Education to implement the provisions of this act.

 

    3. The Commissioner of Education, pursuant to the "Administrative Procedure Act," P.L.1968, c.410 (C.52:14B-1 et seq.), and in consultation with the Commissioner of Health and Senior Services, shall adopt rules and regulations to effectuate the purposes of this act.

 

    4. This act shall take effect immediately.


STATEMENT

 

    This bill requires each local board of education to ensure that emergency medical transportation is available at each high school football game conducted by the school district which is played on its grounds, through the on-site presence of a public or volunteer ambulance, first aid, rescue squad or other emergency vehicle, with appropriate equipment and personnel as specified by regulation of the Commissioner of Education.

    The bill provides that a board of education may apply to the commissioner, on a form and in a manner to be prescribed by the commissioner, and within the limit of available funds, for reimbursement of the reasonable costs incurred by the board in complying with the bill, as determined by the commissioner. The commissioner is to establish requirements for adequate documentation by a board of education as to the need for these funds.

    The bill includes a $90,000 appropriation to the Department of Education to reimburse school districts as necessary to carry out the provisions of the bill.
