      Assembly Committee Substitute for Assembly Bill No. 2739 of 1997 would require the General Services Administration (GSA) in the Department of the Treasury to provide written reports on the State's approach to energy efficiency and energy management systems during the prior two fiscal years for every building occupied by State employees. The reports are expected to contain information on GSA's approach to energy efficiency and efforts it has taken to improve it; names and addresses of buildings that received energy efficient lighting retrofits; and documentation of savings from such efforts.

      The Department of the Treasury indicated informally that because this type of reporting is part of the GSA's core responsibilities, it should result in no additional fiscal impact to the department. The State building inventory currently includes approximately 60.7 million square feet of space, including higher education facilities. This includes approximately 5,415 State-owned facilities and 367 leased facilities.

      The Office of Legislative Services (OLS) concurs.
