      The Assembly Commerce and Military and Veterans' Affairs Committee reports favorably an Assembly Committee Substitute for Assembly Bill No. 2739.

      As reported, this substitute requires the General Services Administration (GSA) in the Department of the Treasury to report within 90 days of the effective date of the act and not later than October 31 of every other year to the Legislature concerning its approach to energy efficiency and energy management systems for each building occupied, in whole or in part, by employees of the State. The report shall include a description of efforts undertaken by the General Services Administration during the prior two fiscal years to improve its energy efficiency and energy management systems; names and addresses of buildings that received energy-efficient lighting retrofits; and documentation of the savings, anticipated or realized, in nominal and real dollars, from such efforts.

      The committee recognizes that the GSA currently uses lighting levels recommended by the Illuminating Engineering Society of North America in the case of new construction or major retrofits in State-owned or leased buildings and has a current program for energy efficiency and energy management programs. This bill requires the GSA to report on such programs to the Legislature every other year.
