An Act concerning special license plates and supplementing chapter 3 of Title 39 of the Revised Statutes.

 

    Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

    1. a. Upon application of an active member of the Ukrainian American Veterans organization, as certified by that organization, the director shall issue for a motor vehicle owned or leased by the member distinctive registration plates. The plates shall bear the words "Ukrainian American Veteran" and depict the emblem of the Ukrainian American Veteran's organization, in addition to the registration number and other markings or identification prescribed by law. The fee for these plates shall be $15 in addition to the fees otherwise prescribed by law for the registration of motor vehicles.

    b. The surviving spouse of a Ukrainian American veteran may retain the special license plates obtained by the deceased spouse pursuant to this section for display on a motor vehicle registered to the surviving spouse.

    c. The director may promulgate rules and regulations governing the issuance and use of these license plates.

 

    2. This act shall become effective on the first day of the fifth month after enactment.

 

 

STATEMENT

 

    This bill permits active members of the Ukrainian American Veterans (UAV) to obtain special license plates for their motor vehicles at a cost of $15 in addition to the fees otherwise prescribed by law for the registration of motor vehicles. The plates would bear the words "Ukrainian American Veteran" and the emblem of the Ukrainian American Veteran's organization. The surviving spouse of a member of the UAV would be permitted to retain the special license plates obtained by the deceased spouse.


    The UAV is a patriotic, volunteer organization composed of honorably discharged veterans from the United States Armed Forces who are of Ukrainian heritage. Ukrainian American veterans have figured prominently in the history of New Jersey. These have included Private Nicholas Minue of Carteret, Congressional Medal of Honor recipient; Colonel Theodore Kalakuka of Jersey City, first Ukrainian American Graduate of West Point Military Academy and Major Myron Diduryk of Jersey City, who gave his life in Vietnam.
