A Supplement to “An Act making appropriations for the support of the State Government and the several public purposes for the fiscal year ending June 30, 1997 and regulating the disbursement thereof,” approved June 30, 1996 (P.L.1995, c.164).
Be It Enacted by the Senate and General Assembly of the State of New Jersey:
1. In addition to the amounts appropriated under P.L.1995, c.164, there is appropriated out of the General Fund the following sum for the purpose specified:

Refund of erroneous property tax overpayments by disabled veteran. ($58,000)
2. This act shall take effect immediately.
STATEMENT
This bill appropriates $58,000 to the Division of Housing and Community Resources in the Department of Community Affairs to fund a grant for West Windsor Township, Mercer County. It is anticipated that this grant would be used to compensate a municipal resident, Frank Rossi, in the amount of $58,000 representing the amount of property taxes erroneously paid by him to West Windsor Township for a period commencing in 1976. Mr. Rossi is classified as 100% disabled as the result of injuries sustained in World War II. Since State law permits the full exemption of veterans classified as 100% disabled from local property taxes and West Windsor Township apparently lacks the money to make an immediate refund, the State is morally obligated to refund to Mr. Rossi the amount of property taxes erroneously paid by him to West Windsor Township since 1976.
