An Act concerning the allocation of casino reinvestment moneys and supplementing P.L.1977, c.110 (C.5:12-1 et seq.).

 

    Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

    1. Notwithstanding any other law, rule or regulation to the contrary, the Casino Reinvestment Development Authority, in determining the allocation of available moneys or projected available moneys to municipalities in the State pursuant to paragraph (1) of subsection f. of section 3 of P.L.1984, c.218 (C.5:12-144.1), shall not allocate those moneys to the financing of projects in municipalities in which the municipal per capita income exceeds the State per capita income. As used in this section, "municipal per capita income" means the money income of a municipality for the most recent year prior to the budget year as reported by the Bureau of the Census divided by the population of the municipality according to the most recent federal decennial census. As used in this section, "State per capita income" means the money income of the State for the most recent year prior to the budget year as reported by the Bureau of the Census divided by the State population according to the most recent federal decennial census. 

    2. This act shall take effect immediately.

 

 

STATEMENT

 

    This bill prohibits the Casino Reinvestment Development Authority (CRDA) from allocating casino reinvestment moneys, pursuant to section 3 of P.L.1984, c.218 (C.5:12-144.1), to municipalities in which the municipal per capita income exceeds the State per capita income.

    As used in the bill, per capita income refers to money income received prior to the budget year as reported by the Bureau of the Census divided by the population of the municipality, or the State, as the case may be, according to the most recent federal decennial census.

                             

 

Prohibits CRDA from allocating casino reinvestment moneys to municipalities in which municipal per capita income exceeds State per capita income.
