      The Assembly Agriculture and Waste Management Committee favorably reports Assembly Bill No. 2811 with committee amendments.

      As amended, Assembly Bill No. 2811 would establish a five-year moratorium on the repayment of State loans made to public authorities and counties from the "Resource Recovery and Solid Waste Disposal Facility Bond Act of 1985," P.L.1985, c.330, for the development of solid waste facilities, to ease the financial burden on these local governments during the transition to a constitutionally acceptable system of solid waste management system in this State.

      The moratorium would take effect upon the enactment of the Assembly Committee Substitute for Assembly Bill No. 50 of 1996, the "Solid Waste Management and Environmental Investment Cost Recovery Act," a companion measure which thoroughly revises New Jersey's solid waste collection and disposal statutes and provides a statutory mechanism for the recovery of the environmental investment costs incurred by counties and public authorities in implementing State-mandated district solid waste management plans.

      Assembly committee amendments make several technical changes to the bill to conform the definitions to those used in A-50 ACS.
