ASSEMBLY STATE GOVERNMENT COMMITTEE

STATEMENT TO

ASSEMBLY, No. 2922

with committee amendments

STATE OF NEW JERSEY

DATED: NOVEMBER 17, 1997

The Assembly State Government Committee reports favorably and with committee amendments Assembly Bill No. 2922.

At present, New Jersey public employees who are members of this State's National Guard are entitled to a paid leave of absence of up to 90 days per year for active duty or active duty for training in connection with their National Guard service. New Jersey public employees who are members of another state's National Guard are not entitled to such a paid leave of absence. This bill would extend to public employees in New Jersey who are members of another state's National Guard entitlement to paid leave of absence up to the number of days that the other state allows to its public employees who are members of the New Jersey National Guard, but not more than 15 days per year.

COMMITTEE AMENDMENTS

The committee adopted amendments to this bill to (1) condition the availability of paid leave for National Guard duty in another state upon the reciprocal allowance of such leave by the other state for service by its public employees in the New Jersey National Guard, and (2) limit the amount of such leave to the lesser of the amount allowed by the other state or 15 days per year.
